What does this PR do?
Adds a Model Ratings and Benchmark Leaderboard interface allowing users to filter models by capabilities (Text Composing, Coding, Conversation, Reasoning, Image, Video, Guardrails), inspect parameter specifications and average cost per million tokens, sort by benchmark scores, and rate models with a 700-hour usage guardrail notice.
How did you verify your code works?
Verified component composition and reactive signal state filtering/sorting in DialogModelRatings, verified modal launch from DialogManageModels, and confirmed type safety.
